LMP MAKES HISTORY: THE FIRST CONFERENCE
In the November 1998 National Assembly of the League of Municipalities of the Philippines (LMP), municipal mayors from coastal municipalities who represent 54% of the population of the LMP articulated the need to convene a separate conference for coastal municipalities. This clamor came at the heels of the passage of Republic Act 8435 also known as the Agriculture and Fisheries Modernization Act (AFMA) of 1997 and more recently RA 8550 or the 1998 Fisheries Code of the Philippines. In May 1999, the LMP convened the First Conference of Coastal Municipalities with the support of the United States Agency for International Development and other partners. The main objective of the conference was to provide a venue to ventilate and crystallize issues affecting municipal waters. The theme was “Empowering Municipal LGUs for Integrated Coastal Management”. Quite fittingly, it was also an opportunity to celebrate the first ever Month of the Ocean in the Philippines. (Presidential Proclamation 57 declaring May as Month of the Ocean was signed by President Joseph Ejercito Estrada in January 1999.) Of the total 832 local chief executives from coastal municipalities, 701 attended the 3-day conference that was held at the Manila Midtown Hotel. During the opening ceremonies, the Search for Best CRM Program was launched simultaneously with the opening of the Information and Resource Exhibits. The Economic Counselor of Japan Embassy Arata Fuji, Local Government and Interior Secretary Ronaldo Puno and Tourism Secretary Gemma Cruz- Araneta graced the affair. CRM Timelines:
