Enforce DAO 17!

 


 

 

 

   


DENR Administrative Order 2001-17, issued by DENR Secretary Heherson Alvarez last June 6, 2001, spells out the guidelines for the delineation and delimitation of the 15-km municipal waters as mandated by RA 8550 or the Philippine Fisheries Code of 1998

We among the ranks of the small fishers, NGO and academe as well as all groups that support our cause are deeply concerned about the delay in the implementation of DAO 17 because of the manipulation and maneuvering of a few people who have a personal interest and are benefiting from the present system of fishery resource use.

It is the objective of DAO 17 to effect the clear delineation of our municipal waters. Through delineation:

  • Enforcement of fishery laws will become more effective and timely, especially on the part of the local government units.
  • There will be improved management of our municipal water resources, on which depend more than 8 million fishers and their families.
  • There will be more equitable distribution of the economic benefits from our municipal waters among the coastal communities who are currently facing extreme economic difficulties caused by a system of resource use that benefits only a few.
  • Food security will be strengthened in our 800 coastal cities and municipalities as local government units are better able to fulfill their mandate as frontline stewards of our municipal waters.

We appeal to our lawmakers and the government: Please do not allow yourselves to be used to advance the personal interests of a few individuals. Please focus on responding to the needs of the greater majority.

Enforce DAO 17 immediately!
