Legal and implementation issues arising from the revocation of DAO17
The revocation by DENR of DAO17 last March 17, 2003 has raised legal questions and created confusion on how Philippine municipal waters should be delineated. Before its revocation, DAO 17, or Department of Environment and Natural Resources Administrative Order No. 17-2001, provided the guidelines for the delineation and delimitation of municipal waters. This article contains answers to some outstanding questions, crafted by a group of lawyers and specialists involved in fisheries and coastal management from various government and non-governmental organizations.
