Philippine Agenda for Food Security: Urgent Steps toward Sustainable Fisheries
Current fisheries
thrusts in the Philippines are not enough to promote food security. There
is a need to completely refocus the strategies for ensuring a reliable,
affordable domestic supply of fish or, "fish security", rather than "fisheries
modernization". National government must adopt a fisheries management
framework strategy anchored on integrated coastal management (ICM) that
emphasizes participatory planning, implementing and monitoring of sustainable
uses of coastal resources, and focused on real fish security for the benefit
of all fisheries users, with a bias toward the majority of stakeholders,
the municipal fishers.
